Kathmandu — Minister for Physical Infrastructure and Transport, Devendra Dahal, has instructed officials to accelerate the implementation of the current fiscal year’s budget and programs.
Addressing the review program of the previous fiscal year's progress of the Department of Roads on Wednesday, Minister Dahal emphasized that officials should not think, “What is the hurry now? We will do it gradually,” but instead push forward the process of budget and program execution.
He highlighted the rationale behind releasing the budget one and a half months before the fiscal year begins is to facilitate the timely start of implementation as soon as the fiscal year begins. Minister Dahal urged the staff to commence work early to achieve high results.
“There is a tendency to hastily increase budget utilization towards the end of the fiscal year,” Minister Dahal said. “Delaying work and rushing at the last moment does not produce good results. Therefore, start the work immediately and aim to show better results than the previous fiscal year.”
He noted that the Ministry of Physical Infrastructure and Transport is a key ministry that enables citizens to feel development, with the Department of Roads as a major component. The performance and outcomes of the Department of Roads significantly affect the ministry’s overall achievements.
Minister Dahal stressed the need to end delays in ongoing plans and projects and urged that no obstacles should hinder the commencement of new projects.
Expressing the view that construction work should be fast, efficient, and of quality, he said, “There should be no substandard work in the name of speed, and no delays in the name of maintaining quality. It is necessary to balance time and quality.”
With the monsoon season already underway, he also directed to deploy resources, manpower, and equipment to ensure that roads and transportation are not disrupted.
